San Jose, Calif. – (February 9th, 2015) Silicon Valley-based general contractor and construction manager Blach Construction Company recently announced the promotion of David Kramer to Vice President, Preconstruction Services.

In his role, Kramer will continue to serve as a member of the company’s executive leadership, lead Blach’s preconstruction group, which is composed of its estimating, constructability and Virtual Design & Construction teams, as well as contribute to the company’s operations and business development efforts.

Kramer joined Blach Construction in 2009, after a long history in the industry working for other noted general contractors, including Turner Construction and Skanska USA. During his time at these firms, Kramer contributed to several significant national and regional projects, including work for Intel Corporation, Life Technologies (formerly Applied Biosystems), Massachusetts Institute of Technology (MIT) and Harvard University. At Blach, Kramer has helped the company win several milestone contracts, including a $40 million LEED-designed, campus development at Evergreen Valley College in San Jose and a new $35 million mixed-use development for College Terrace Centre in downtown Palo Alto.

As vice president of preconstruction services, Kramer will continue to strengthen Blach’s preconstruction offerings and seek out new tools and technologies to optimize the group’s efforts. His knowledge of preconstruction and approach to working with Operations leaders has enabled Blach to provide more complete services to its customers as well as grow the company.

Viewed as a role model in the A/E/C industry, Kramer’s exemplary leadership has earned a high level of credibility and trust. In 2014, Kramer was elected president of the Silicon Valley Chapter (Chapter 55) of the American Society of Professional Estimators (ASPE). As ASPE president, Kramer plans to grow the Chapter’s relationship with local universities and create new committees to form lasting relationships with other institutions, as part of the parallel developments of the National ASPE organization. Kramer also serves as co-chair of the Silicon Valley Leadership Group’s Housing and Land Use Committee.
